With reference to the letter addressed to you

from this Office on the 10th. instant, I am directed

by Secretary Sir E. Grey to transmit, for the

information of the Secretary of State for the Colonies,

a copy of a telegram which has been rent to the

British Delegates to the Opium Conference at the Hague

with regard to the modifications suggested by the

German Delegates relative to those Articles of the

Draft Convention which deal with morphia and cocaine.

As you are aware, the concurrence of your

department was obtained privately to the terms of the

enclosed telegram prior to its despatch.
